A Community Development District ("CDD" or "District") is a local unit of special-purpose government created primarily for the purpose of providing infrastructure for new communities and limited to the performance of those specialized functions authorized by Chapter 190, Florida Statutes. 

The Enterprise CDD was established by rule of the Florida Land and Water Adjudicatory Commission effective March 29, 1994, pursuant to the provisions of Chapter 190, Florida Statutes, and consists of approximately 1,552 acres of land located in Celebration, Florida, Osceola County generally depicted as lying north of Route 417 GreeneWay and south of U.S. Hwy 192, east and west of I-4, the western portion lying along the World Drive extension.

Enterprise CDD is home to the Celebration Place office complex, Florida Hospital, Fire Station 72, Celebration Self Storage, Water Tower Place, and the future sites of Mona Lisa Hotel and Condominiums (currently under construction) and Celebration Community Church, all of which are located on the east side of I-4. Development on the west side of I-4 is still being planned by the master developer, The Celebration Company.

The Celebration community is comprised of two CDDs, the Enterprise CDD and the Celebration CDD (website www.CelebrationCDD.org). The creation of these two Districts provides an efficient mechanism for managing and financing the public infrastructure associated with the planning and development of the Celebration community. Enterprise CDD is predominately commercial and mixed land uses with the water distribution system being the primary system of infrastructure. Other infrastructure maintained by the Enterprise CDD includes common area landscaping, common area hardscape, stormwater retention ponds, and street lights.

The District is governed by a five-member Board whose members are charged with the operational decisions for the District and those benefited by its infrastructure.
